It was obviously open to the public at one point many years ago as it had been converted for use as a public access pier with proper decking and handrails, but eventually locked up with a huge, high gate and anti-personnel spikes and prevention measures to keep people off the pier. It would be nice if was reopened one of these days, but does not appear to be a possibility. It's nice to look at though from the Thames Path which runs right past it. Recommended.
